Pool Games Can End In a Tie
If Home Team is behind and time has expired, bottom of inning, play until inning complete
If Home Team is ahead and time has expired, top of inning, play until top of inning is complete. If tied after top, play bottom of inning.
If Home Team is ahead and time has expired, bottom of inning, game is complete.
